As a purchasing
decision maker the challenge for you is to secure products
and services that deliver the best value, in an environment
where every supplier is claiming to offer high quality at
the best price. The resources required to validate these
claims through supplier audits, both initial and ongoing,
can be substantial. This added cost directly opposes your
purpose of achieving a lower total cost of ownership that
directly contributes to your bottom line.
By selecting suppliers
that are TL 9000 certified you are assured that the organization
has a quality management system that has been systematically
audited by an independent TL 9000 registrar. Further, measurements
results become available which allow comparative analysis
against industry benchmarks. The data also allows for objective
product evaluations, designed to help you make fully informed
decisions.
TL 9000 registration
can even tell you something about the future performance
of a product!
The ongoing performance
of your products and their suppliers is of key importance
to your organization. Continual improvement is a part of
the TL 9000
commitment, providing assurance of ongoing product quality
and performance excellence.
Where the ISO
9000 series of international standards address a broad range
of technical specifications, TL 9000 uses the ISO 9000 structure
as its foundation and incorporates elements specific to
the telecommunications industry. As a certified TL
9000 vendor, Volt Telecom Group
has implemented performance-based metrics focused on measuring
reliability and service quality. Through quality assessments,
effective communications and working closely with customers,
Volt Telecom Group achieves continual improvement, which
ultimately contributes to Volt Telecom Groups customers
efficiency, reliability and cost effectiveness. The TL9000
Management System, which Volt Telecom Group has deployed,
ensures that maximum benefits will be realized in terms
of increased productivity, expense reduction and
improved effectiveness.
Volt Telecom Group
has carefully defined the requirements for delivery
of its service and measuring the reliability of its
performance. Volt Telecom Groups relationship with
its customers has also been enhanced by establishing
standards for communications, identifying shared expectations
and developing customized reports as well as quality assessment
processes.
Our focus on continual
improvement mandates employee empowerment and full participation in
TL9000. Their active involvement in all phases from development
through implementation and maintenance has proved a significant
factor in establishing a successful management
system. Conformance to these practices will contribute
to increased competitiveness in the telecommunications
marketplace.
TL 9000 Quality
Management System Requirements and Measurements are unique
in that they are fully driven by the needs of the telecommunications
industry. TL 9000 is the result of a collaborative
effort between customers and their suppliers, who belong
to the Quality Excellence for Suppliers of Telecommunications
(QuEST) Forum, with both segments benefiting from the broad
participation. These QuEST Forum members work in teams
to create value-added requirements to the ISO 9001:2000
standard, and to add a detailed performance measurement
system, both tailored specifically for todays demanding
global telecommunications industry. TL 9000 is not
just a Quality Management System, but it is also a Quality
Measurement System.
Reflecting the
latest ISO 9001 standards, the TL 9000 requirements are
not prescriptive. Rather, they are a management system created
to meet the needs of the individual organization. The system
identifies performance measures that that are key in the
telecommunications industry. Together, the requirements
and measurements form the basis for a continuous improvement
program and provide the data required by quality-conscious
customers.

- 1. Supplier wants to register to TL 9000
(submits company information to RRS)
- 2. RRS provides Data Set ID to supplier
- 3. Supplier sends data (with Data Set ID)
to MRS
- 4. Data is confirmed acceptable from MRS
to RRS
- 5. Confirmation report is sent to supplier
from RRS
- 6. Continual improvement is realized by
the constant feedback loop between the supplier
and its customers as they review the data results
and provide feedback to each other

TL 9000 registered
organizations submit specific measurement data that is deposited
into a repository system. This unique repository system
is specifically designed to meet exacting data security
requirements. For example, the data is inputted via two
independent systems, one administered by a leading university
and the other by the American Society for Quality. The double-blind
feature of these systems preserves the security and anonymity
of the data. To ensure that integrity is maintained, both
systems are BS7799 certified. This measurement system provides
members with access to telecommunications benchmarking data
that was previously unavailable.
