What is TL 9000?

TL 9000 Quality Management System Requirements and Measurements are unique in that they are fully driven by the needs of the telecommunications industry.  TL 9000 is the result of a collaborative effort between customers and their suppliers, who belong to the Quality Excellence for Suppliers of Telecommunications (QuEST) Forum, with both segments benefiting from the broad participation.  These QuEST Forum members work in teams to create value-added requirements to the ISO 9001:2000 standard, and to add a detailed performance measurement system, both tailored specifically for today’s demanding global telecommunications industry.  TL 9000 is not just a Quality Management System, but it is also a Quality Measurement System.

Reflecting the latest ISO 9001 standards, the TL 9000 requirements are not prescriptive. Rather, they are a management system created to meet the needs of the individual organization. The system identifies performance measures that that are key in the telecommunications industry. Together, the requirements and measurements form the basis for a continuous improvement program and provide the data required by quality-conscious customers.

  • 1.  Supplier wants to register to TL 9000 (submits company information to RRS)
  • 2.  RRS provides Data Set ID to supplier
  • 3.  Supplier sends data (with Data Set ID) to MRS
  • 4.  Data is confirmed acceptable from MRS to RRS
  • 5.  Confirmation report is sent to supplier from RRS
  • 6.  Continual improvement is realized by the constant feedback loop between the supplier and its customers as they review the data results and provide feedback to each other

Quality Measurements taken to the next level

TL 9000 registered organizations submit specific measurement data that is deposited into a repository system. This unique repository system is specifically designed to meet exacting data security requirements. For example, the data is inputted via two independent systems, one administered by a leading university and the other by the American Society for Quality. The double-blind feature of these systems preserves the security and anonymity of the data. To ensure that integrity is maintained, both systems are BS7799 certified. This measurement system provides members with access to telecommunications benchmarking data that was previously unavailable.
